Microsoft Photo Editor is an imaged editing program that is part of Office Tools that comes with Office 97. Microsoft Photo Editor ships with Microsoft Office 97 and the stand-alone versions of Microsoft Word 97 and Microsoft PowerPoint 97. Microsoft replaces Photo Editor with Picture Manager when you install Office 2003.
